Where to Put a West Coast Fulfillment Center

A West Coast fulfillment center does two jobs. It serves California, the largest state economy and about 12% of U.S. consumers, plus the Pacific Northwest, Arizona and Nevada by one- or two-day ground. And for brands importing from Asia, it is where inventory first lands, an hour from the ports of Los Angeles and Long Beach, which together handle more container volume than any other U.S. gateway.

Southern California's Inland Empire (Ontario, Riverside, Chino, Perris, San Bernardino) is the default. It is the largest industrial market in the country with the deepest 3PL bench and the shortest drayage from the ports. The cost is rent, labor competition and California's regulatory and tax environment. Northern California (Stockton, Tracy, Sacramento) serves the Bay Area and the Northwest at lower rent than Los Angeles. Reno-Sparks and Las Vegas have become the value alternative: next-day ground into most of California, no state inventory tax, lower storage rates, and a day closer to the Mountain West. Salt Lake City reaches the Mountain states and the Pacific Northwest in two days and has grown into a serious DTC fulfillment cluster. Phoenix covers the Southwest, and Portland and Seattle serve brands whose customers are concentrated in the Northwest.

Choose by order data, not by reputation. If California alone is 15% or more of your orders, or you import through LA/Long Beach, Southern California pays for itself. If your western customers are spread across CA, WA, OR, CO and AZ, Reno or Salt Lake City often deliver similar transit times at lower cost.

West Coast location cheat sheet

  • Inland Empire, CA: closest to the ports, deepest provider bench, highest cost. Best for import-heavy and California-heavy brands
  • Northern California: Bay Area and Northwest reach at lower rent than LA. Best if the Bay Area is a top market
  • Reno / Las Vegas, NV: next-day ground to most of California, no inventory tax, lower storage. Best value for national brands
  • Salt Lake City, UT: two-day ground to the Mountain West and Northwest, strong DTC 3PL cluster, competitive labor
  • Phoenix, AZ and Portland / Seattle: regional plays. Choose them when those metros are where your customers are

What to Check Before Choosing a West Coast 3PL

The operational questions that decide whether a western node performs as promised.

Port proximity and drayage

If you import through LA/Long Beach, ask for the 3PL's drayage rate per container and average dwell from vessel discharge to inventory available. Inland Empire facilities usually receive within two to four days of discharge; Nevada or Utah adds a day and a linehaul charge.

California cost and compliance

California carries higher rent, higher labor cost, Prop 65 labeling requirements and, for some brands, nexus and franchise tax considerations from holding inventory in-state. A Nevada or Utah node avoids some of this while keeping next-day ground into California. Talk to your accountant before choosing.

Run the zone analysis

Ask the 3PL to run your ship-to zip codes against their western facility and show zone distribution and transit days. Compare Southern California, Reno and Salt Lake City side by side; the answer is often closer than brands expect.

Regional carriers

OnTrac and GLS cover the West at rates well below national carriers for short zones. Ask which regionals pick up daily and what share of West Coast parcels they would carry.

Peak and disruption planning

Wildfire season, port congestion and labor actions have all disrupted West Coast fulfillment in recent years. Ask how the 3PL handled the last disruption and whether inventory can be rebalanced to another node in their network.

East Coast pairing

Most brands with a West Coast node add an eastern one between 1,500 and 5,000 orders a month. Ask whether the 3PL operates on the East Coast so a second node does not mean a second contract and integration.

Onboarding or setup (one time) $0 to $2,500

Monthly minimum spend $0 to $2,500

All figures in USD. Ranges reflect typical U.S. 3PL rates quoted to eCommerce and B2B brands in 2025 to 2026, drawn from RFPs run through 3PL Hub and published provider rate cards. Shipping depends on negotiated carrier contracts, zone mix and package weight. Volume discounts and contract terms apply. Request quotes directly from providers for exact pricing.

West Coast Fulfillment: Common Questions

What brands ask when choosing a western fulfillment location.

Where is the best location for a West Coast fulfillment center?
For brands importing through Los Angeles or with California as a top market, Southern California's Inland Empire (Ontario, Riverside, Chino). For national brands that want western coverage at lower cost, Reno or Las Vegas, Nevada, both of which reach most of California by next-day ground with lower storage rates and no state inventory tax. Salt Lake City is a strong third option for the Mountain West and Northwest.
Is it cheaper to fulfill from Nevada than California?
Usually, yes. Pallet storage and labor in Reno or Las Vegas commonly run 30 to 50% below Los Angeles-area rates, and Nevada has no inventory tax. The trade-off is one extra day of transit to some California zip codes and an added linehaul if you import through LA/Long Beach.
How much of the U.S. does a West Coast fulfillment center reach in two days?
About 20% of U.S. households by ground from Southern California, covering California, Nevada, Arizona, Utah, Oregon and parts of Washington, Idaho, New Mexico and Colorado. Adding an East Coast node lifts two-day coverage to roughly 90%.
Which ports serve West Coast fulfillment centers?
Los Angeles and Long Beach together are the largest container complex in the U.S. and the main gateway for Asian-origin goods. Oakland serves Northern California, and Seattle-Tacoma serves the Pacific Northwest. Inland Empire 3PLs are typically one to two hours from LA/Long Beach by truck.
Should my first fulfillment center be on the West Coast or the East Coast?
Put the first node nearest your largest cluster of customers, then factor in where inventory arrives. Roughly half of U.S. households are within two-day ground of the Northeast, so East-first is common for domestic brands. West-first makes sense for brands importing from Asia, brands with California-heavy demand, or brands selling into the Mountain West and Northwest. See our East Coast fulfillment center guide for the other side of the comparison.
Can a West Coast 3PL handle Amazon FBA prep as well?
Most can. With Amazon's Southern California and Nevada fulfillment centers nearby, West Coast 3PLs commonly offer FBA prep, labeling and inbound shipment creation alongside DTC fulfillment. See our FBA prep 3PL guide for providers who specialize in it.
