Transportation Operations Specialist

About the Position: In this position, applicant will directly assist the Chief of Terminal Operations Division in his/her duties and serves as Division Chief in the absence of the incumbent. This position is located at Jacksonville, Florida.

Duties

• Monitor cargo movement through military and commercial terminals.
• Analyze transportation requirements and develop cost-effective logistics solutions.
• Apply transportation regulations to ensure safe and efficient operations.
• Improve terminal operations through workflow analysis, process improvements, and operational planning.
• Serve as Acting Division Chief, providing leadership and continuity of operations.
• Make independent decisions to resolve complex transportation and terminal issues.
• Coordinate mission requirements across military units, contractors, and external agencies.
• Oversee contractor performance and procurement activities in accordance with government policies.
• Manage the Battalion HAZMAT program, ensuring certification and regulatory compliance.
• Maintain accountability through internal controls, documentation, inspections, and operational reporting.
• Build collaborative relationships with military leaders, federal agencies, commercial carriers, and port authorities.
• Develop and communicate transportation policies, SOPs, reports, and operational briefings.
• Advise leadership on transportation planning, risk mitigation, and mission execution.
• Facilitate effective communication among stakeholders to ensure mission readiness and operational success.

Specialized Experience: One year of specialized experience which includes 1) planning, coordinating, and monitoring cargo movement through military or commercial transportation systems; 2) applying transportation regulations and coordinating with military, civilian agencies, contractors, and commercial carriers; 4) supporting terminal operations, logistics planning, contract oversight, or HAZMAT compliance; and 5) using automated transportation or logistics systems to manage cargo, prepare reports, and support mission operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
