Duties

• The Deputy Director, Office of Air Carrier Safety Assurance B, is responsible for the oversight of air carriers conducting operations under Title 14 of the Code of Federal Regulations (14 CFR) part 121, assuring aviation safety and compliance. The Deputy Director also plays a critical role in contributing to Flight Standards Safety Management System (SMS) and Safety Assurance responsibilities with the Office of Air Carrier Safety Assurance (ACSA). Exercises executive leadership and program direction over 3 ACSA divisions with approximately 683 employees, including direct supervision of 3 L band Division Managers, and oversight of approximately $4M budget. Leads, directs, and coaches a staff of aviation safety experts and other professionals in developing and implementing national safety initiatives and policies, data-supported approaches, and utilizing Risk-Based Decision Making frameworks to identify and deploy innovative technologies to reduce injuries and fatalities in the aviation industry. Oversees initiatives related to operators' flight procedures and operating methods, airmen qualifications and proficiency, aircraft maintenance oversight, data-driven safety analysis, and the continuous improvement of safety assurance processes to ensure stakeholder and public needs are proactively and expeditiously met. Oversees the investigations of accidents, incidents, and possible violations of 14 CFR and ensuring compliance of operators' flight procedures, operating methods, airmen qualifications and proficiency, and aircraft maintenance conducted under, or integrally related to, part 121. Leads enterprise-wide efforts involving Part 121 air carrier and air taxi operations; certificate management and surveillance programs; and accident, incident, and enforcement investigations to ensure effective regulatory oversight and compliance with applicable aviation safety standards. Note: This position may be impacted by an upcoming realignment.

MANDATORY TECHNICAL REQUIREMENT (TR): TR 1: Demonstrated leadership experience providing oversight and strategic direction for aviation certification, regulatory oversight, and safety assurance functions for air carriers and related aviation operations.
